Short stairs and change of level

How do I use the short stairs particularly STA-003 which has 3 stairs. In my plan there are three stairs from the family room to the garage, so the garage floor is three steps lower than the rest of the house. How does this work - so far I have tried both one level and two level designs neither gets the relative levels right. What am I missing? PJC

Can you please attach picture with example of what you want to design? For now it's a little hard to understand.

I do also have 3 short stairs lower from the kitchen ( on the exterior wall and a '' palier'' for the outside door and from the palier it turns right downstairs to the basement, how can I do that, photo attached. Thank you.
